This is an excerpt from a Barney Miller episode called, "The Harris Incident." It is a serious episode, in which Harris (Ron Glass) is in the process of arresting a felon when he gets interrupted by a pair of trigger happy patrolmen, who shoot at him, mistaking him for a holdup man.
