1987 video companion/sequel to the best-selling book of the same name. Accounts differ as to the true publishing date of the book, but I do know that the internet's commonly accepted year of 1989 is an inaccuracy, likely based on a reprinted edition.

At about 38:42, Penn makes reference to a video clip of The Residents 'The Act of Being Polite', referred to as a one-minute movie. You will also notice that the 'movie' never happens.
That clip had to be removed from this upload. Apparently, in stark contrast to their status as a mysterious underground avant garde 'rebel' band, theirs is an especially litigious record label (I guess you'd have to be when your music isn't even capable of drawing a dime while using another dime as a stencil).
You're not really missing much, and I'm sure you could probably find the video elsewhere, if that's you're kind of thing. I never really thought their music or videos were all that great, anyway. It all just sounds like gobbledygook to me, but I digress.

Also had to (eventually) get around to removing 'Aloha Oe' apparently. Wasn't even aware the video was flagged for that until today (9/5/2014). Attempted to use the 'remove a song - beta' feature, not sure what it's going to do to the video.
So if the audio goes out somewhere around the 55:48 mark, or things get weird and screwy, that's probably why.

It has also been pointed out several times that the audio goes all out of synch at some point. That's actually an issue with my copy of the video and not a YouTube/upload problem.
