Can Intel’s HL-328 and HL-388 AI Chips outsell Nvidia in China?

Intel is set to launch two AI chips, HL-328 and HL-388, with scaled-down capabilities for the Chinese market, in adherence to U.S. export controls and sanctions. As per a white paper published on Intel’s website on April 12, these chips are slated for release in June and September respectively. Following the U.S.'s tightening of a rule last year that limits the capabilities of AI chips that can be exported to China, Nvidia, Intel’s competitor, also has plans to roll out three chips specifically designed for China.

The AI chips intended for China from Intel are derived from its latest Gaudi 3 product line, unveiled on April 9. These chips share similar hardware features such as on-chip memory, high-bandwidth memory, and interface standards. However, in order to comply with export control regulations, the performance of these chips will be significantly curtailed. Nvidia’s China-specific chip, the H20, is scheduled for limited release in the first quarter of 2024, with larger volumes anticipated from the second quarter onwards, as reported by Reuters in January.

In conclusion, while there are regulatory challenges, Chinese technology companies appear to be interested in Intel’s new AI chips for their AI development needs.
