More fun speculation, the declassification period is 50 years. If the American government ordered the mercs to kill the Jackal this number could be accurate as per United States Executive Order 13526 if declassifying the Far Cry 2 incident would "almost invariably identifies a confidential human source or a human intelligence source or key design concepts of weapons of mass destruction" (and some exceptions) but who knows.
